In this tutorial we are about to create a cool abstract "flubber-ish" computer virus mass that you can use in your signature picture or any other design project. We are going to use filters for the effect and one adjustment layer for the colorizing.
Step 1: New document add clouds
Create a new document, size does not matter (800×600 pixels works good), set color mode to RGB and we choose to use a White background.
To get something to work with, we are going to apply a clouds filter. But before doing so, be sure to select Black as Foreground color and White as Background color (Done simply by hitting D on your keyboard).
Filter > Render > Clouds
There is no settings for this filter, but you can however repeat the filter until you are fully satisfied with the result

Step 2: Apply filters to the clouds
Now we will apply a series of filters. You can use the Filter Gallery to do this, or you can apply the filters one by one.
Filter > Artistic > Palette Knife
Stroke Size: 41
Stroke Detail: 3
Softness: 0

Filter > Artistic > Rough Pastels
Stroke Length: 2
Stroke Detail: 7
Texture: Canvas
Scaling: 100%
Relief: 20
Light: Bottom

Filter > Stylize > Glowing Edges
Edge Width: 1
Edge Brightness: 11
Smoothness: 10

Filter > Distort > Diffuse Glow
Graininess: 0
Glow Amount: 14
Clear Amount: 6

Filter > Artistic > Plastic Wrap
Highlight Strength: 6
Detail: 1
Smoothness: 6

Step 3: Colorizing
Now we got a pretty cool effect, but would it not look better with some color applied to it? One way to colorize this is by adding a Color Balance Adjustment layer.
Layer > New Adjustment Layer > Color Balance
Color Levels (Shadows): -35 / 25 / 100
Color Levels (Midtones): -35 / -35 / 0
Color Levels (Highlights): 85 / 100 / -100
Preserve Luminosity : uncheck
